一、大庆市基本情况

I. Basic Situation of Daqing City

大庆位于黑龙江省西部、松辽盆地北部，地处东北亚腹地，是哈长城市群区域中心城市。大庆是先有油田，后有政府。1959年发现油田，1960年开展石油会战，1979年国务院批准建市。幅员面积2.1万平方公里，常住人口320万，现辖萨尔图、让胡路、龙凤、红岗、大同5个行政区，林甸、杜尔伯特、肇州、肇源4个县，1个国家级高新技术产业开发区、1个国家级经济技术开发区。

Daqing is located in the west of Heilongjiang Province, the north of Songliao Basin and the hinterland of Northeast Asia. It is the regional central city of Harbin-Changchun megalopolis. Daqing has petroleum fields before the government. The petroleum field was discovered in 1959, the petroleum battle was launched in 1960, and the State Council approved the establishment of the city in 1979. With an area of 21,000 square kilometers and a resident population of 3.2 million, it now has jurisdiction over five administrative districts of Saertu, Ranghulu, Longfeng, Honggang and Datong, four counties of Lindian, Duerbote, Zhaozhou and Zhaoyuan, a national high-tech industrial development zone and a national economic and technological development zone.

近年来，大庆在党中央、国务院和省委、省政府的正确领导下，持续大上项目、优化环境、积蓄动能，经济运行稳中有进、进中趋好、好中育新、新中提质，资源型城市转型迈出坚实步伐。2019年，在大庆油田发现60周年之际，习近平总书记发来贺信，提出“站在新的历史起点上，希望大庆油田全体干部职工不忘初心、牢记使命，肩负起当好标杆旗帜、建设百年油田的重大责任，为实现“两个一百年”奋斗目标、实现中华民族伟大复兴的中国梦作出新的更大的贡献。”

2020年，是全面建成小康社会和“十三五”规划的收官决胜之年。当前，大庆市委、市政府正在以习近平新时代中国特色社会主义思想为指导，深入贯彻落实总书记重要讲话重要指示精神和党中央、省委决策部署，紧扣全面建成小康社会目标任务，坚持稳中求进工作总基调，坚持新发展理念，着力打赢“三大攻坚战”、做好“六稳工作”，着力稳增长、促改革、调结构、惠民生、防风险、保稳定，进一步重构产业、重组要素、重聚动能、重塑环境，全力建设百年油田、打造工业强市、推动油城转型、实现高质量发展，加快大庆全面振兴全方位振兴，以现代化治理新效能争当全国资源型城市转型发展排头兵。随着投资发展潜力加速释放，大庆为海内外有识之士提供了巨大商机。
